Hey I just recently figured it out. I had the same problem. Facebook increased the security lines for creating ads and using their platform. To use business manager they want to see that you are a real person and have an account which already interacted on facebook. Most people that get this error message just created a new facebook account and try to create a business manager right away. You need to warm your account up through engaging with groups, adding friends, liking posts, and getting added by others aswell, also include a real picture if possible and add more security possibilities to secure your account. I did this and after 1 day I was able to create a business manager. Did the same with a friends account and it worked aswell. Hope I could help you, it was a struggle for me

Yes you can but you'd have to do so under a different profile and that will take time. You might be able to get your account back if you haven't broken the rules.

I've been in touch with facebook for almost a month and we're not moving at all. New caseworkers are constantly taking over and no one can really answer what you ask.

For some reason, my personal account has been blocked due to violation of privacy (no idea how that happened) - as many people advised (and I see you suggested that too in the comments) is creating a new profile. All said and done, after creating my profile bringing it back to life someway, I tried to create a new Business Manager when I tried to verify it - it got blocked directly. Lol! you literally cut out the part where you actually made the new ad account. 10:09 you haven't even started the process yet and 10:10 you've completely cut to ad accounts page with the account already created. I don't have an option to create account when I go to business.facebook.com. Just a Login tab, so when I log in with my personal profile details, my screen looks totally different from yours. Wondering why that is, could it be due to a different region? I am in UK
