How to test a microwave capacitor

A VERY good way to test your 1μF capacitor ... connect in series with a 25 Watt , 230 Volt , Tungsten filament light bulb .... connect across your 230 Volt AC mains ... the bulb should glow a dull orange ( like the heaters of a 1940's tube radio ! ) ... also this makes a good night light ( tried - n - tested ) .... DAVE™🛑

The capacitor was indeed bad and just replaced and still will not heat. I have 120v to transformer and it buzzes but quiets down after a bit. I also don’t have the plate because the customer didn’t give me it. Will no plate effect it?

No , no plate would not cause problem. Check your HVR high voltage rectifier. Worse case magnetron .
