The progressive of to lay is not lying ! Its laying! You lie down ! You lay something

The character 躺 would have been better expressed as "to lie down". But we sometimes say "I'm going to lay down for a rest" and it's still okay. If you don't "lay something", then you "lay yourself" and it's the same as "lie".

Both “打着篮球“ and “踢着足球” are grammatically correct if they are used in the right context. However, you will rarely hear people say them, because the action of 打篮球 and 踢足球 usually takes too much focus and attention to do with something else. It's also hard to sustain the state of 打篮球 and 踢足球. It's easier to sustain the state of 站，坐，or 躺. But if you still need to emphasize the state of these actions, you may use it depending on the context.
