Houston police said three people were found dead inside an apartment unit on Hammerly Boulevard around 3:10 p.m. Saturday.

You're obviously not very smart are you. If being detained equals arrest I have escaped police custody dozens of times. In this situation the police probably asked the homeowner if he would come to the police station for questioning and the homeowner probably agreed and said yes I have nothing to hide therefore he is detained.
