Exactly, this is foreshadowed when the NPC is telling the in-game lore about Patch of Shore and Gon is intently paying attention while Killua is mocking him for taking it seriously. Tsezguerra's team (who could have probably scored well) wasn't there to take the test, so Gon's team had the best chances.
