The eye is always calm, its outside the eye that is the worst. Thats why the “eyewall” is so dangerous, it holds the strongest winds.

I don't remember exactly the details , but there is something wrong with these people. These were the ones who poured some liquid in the eye years back and changed its intensity and trajectory. The people were not prepared for the hurricane.

Hurricanes are so powerful that it's impossible to control them in any way. Anything that could have an effect would be both extremely obvious and beyond our scientific capabilities. Think manipulating the temperature of the entire ocean around it.
