The problem is there is lots of vibration on cooling towers and lots of the old liquidtite flex has wound metal enter core or metal flex conduit with plastic outer coat or cover. The electrical wire conductors lie inside on the metal flex and the vibration will cause the wire insulation to abrade on the metal and there is where you begin to get leakage to ground and later a ground fault.

So if that make up isn’t working, will that water level be the same as the other cooling towers since it’s on a equalisation line?

If the equalizer is open yes, it will at least try
