I did something like that in FM22. While I couldn't remove all the prize money from the leagues, I gave all teams in the world minimum finances, minimum facilities (including stadium and youth coaching/recruitment), minimum reputation and minimum sponsorship deals. It caused things like PSG getting Benzema from Real Madrid... for a massive 80k
