Key difference between Geten's and Todoroki's ice Suzy: Todoroki has an infinite supply whereas Geten needs a source for his ice, making it limited, as he explained he can freeze the monocular structure of the water itself, turning it into ice.

To add to your post-discussion, the MHA world has laws for quirk use. Quirks cannot be used by civilians even casually outside your private property without a hero license. Take Izuku's mother for example. She can pull small objects towards herself. If she dropped her phone on the sidewalk, she could technically pick it up using her quirk, which would be as illegal as jaywalking on a nearly empty road. 99% of people would not report her because it's harmless. Quirks used in self-defense are likely allowed in emergencies, and using a quirk in any way other than picking up a phone might be closer to jaywalking in heavy traffic; and likewise using a quirk to destroy property or threaten others is worse than speeding or carrying weapons.

So your example sounded just like Gran Torino and his quirk. He got his license just so he can use his Jet quirk to fly freely, not because he wanted to be a hero.
