As a medical student I can see where Dr Oz is coming from. Flushing causes the poo to be whirlwinded which distingrates the poo particles and causes them to much more easily come into the air. So putting the lid down prevents that. That's why in general you shouldn't have your toothbrush near your toilet as the poo particles will surely be found on the toothrbush. But also in saying that you can't always escape everything. There needs to be health cautions moderated with practicality.
