Ever since the Domination DLC, Russia got a new insane mission tree making them able to modernize getting permanent modifiers like 5 discpline, reinforce speed and +1 global buildings. And since Russia has so many provinces and modifiers for developing they can keep scaling all the way until the end date of EU4 while still not being fully built up.
Through this campaign I fight enemies like Qing, Manchu, Sweden, and Poland... But will the Russian Empire stand the test of time? figure out in this video of EU4 Multiplayer.

without mods, it is possible to modernize with serfdom, you need to have like 6+ spy networks on nations with tech equal or greater than yours and constantly steal ideas. It's painful but doable with a combination of spy network bonus and diplomats.

Also there's an exploit with buying modern ideas - no matter how many of those events from this interaction you schedule, you only pay for first 2 ones and they auto-time out after 6 months (so you can stack e.g. 20+ and only pay for 2)

In the future when you delete stuff from your computer it doesn't actually delete things. What it does it tells the computer that the data sectors are free to write to. So if you take a flash drive and use a sector recovery software it can undelete things. If you shut down your computer it may reindex or automatically do it too after a certain amount of time.
