Corrupt Nigerian leaders. Fix two things in Nigeria, and pretty much everything else would fix itself. Fix the roads. This is not something citizens could fix themselves. Provide 24/7 electricity, to allow people run businesses. If these two things can be provided, other issues like water, health care, schools, food, etc would be handled by citizens.
