Yes, In IMA or OTA you can select your preferred arms in your last term(it will depend upon your marks in IMA or OTA will you get it or not).A ground officer can easily opt for technical branch and vise versa

See it is all about seniority, If TGC and CDS IMA cadet are passing out on the same day from IMA ,then CDS IMA cadet will get the seniority because he has spend 1.5 years in IMA where as TGC cadet only spend 1 year. Otherwise everything is same.
