In early 2021 the FAA released a large list of regulatory changes for drones. These new rules will provide Part 107 operators new privileges that will take place very soon. Some of the topics covered in today's video are flight over moving vehicles, flight over people, and night flights.

Jason, I just wanted to say I took my Part 107 test this week and passed with a 87%. Couldn’t have done it without your course. There were a few picky things that showed up that I never saw in the practice tests, but ce la vie. Thanks again!

Question about Remote ID. Inside the settings of my Phantom 4 and Mavic Mini 2 there is a section for Remote ID. Is that just the section that shows the information that will be broadcasted and I will have to get a module for each of those drones to broadcast correct? Also, once this is implemented will I as a pilot be able to see on my screen as I fly other drones that are in the vicinity?

As I understand it the Remote ID not only requires the drone to broadcast its location but the ground station too. And...it will all be available publicly. That is not the same as a license plate in the sky. That is like saying the public can see a car, look up the license plate, and know that the person is sitting in Starbucks. How long before people with ill intent figure out how easy it will be to identify that an expensive drone is being flown in an area (often remote areas away from people) and decide to pay them a visit? I don't mind the authorities having access to it. It's the public that worries me the most.

The biggest issue that I have is that the FAA has put the cart before the horse. They released these rules about impact energy but without any guidance on how it is calculated or assumptions. No DJI drone currently in production (except the tello) would meet category 1 since prop guards would put the mini over the .55 lb thresholds. There are no FAA approved parachutes for the smaller DJI drones. Then there is the issue of whether or not prop guards are required, are the standard foldable props good enough to avoid lacerations?

What I haven't been able to understand are the two categories for flying over people that have different kinetic weights. One is 11 lbs. and the other is 25 lbs. Why is there this difference? If you can go up to 25 lbs. of kinetic energy, then why even list the 11 lbs. Can someone explain this?

Your head will explode the moment you start thinking the federal government makes some kind of sense. I'm going to jump through all of their hoops to pass this test but, if you ask me, METARS/TAFS and about a third of the test criteria is obsolete garbage. That's good ol' Uncle Sam for ya.

@@jatakasawa I guess what I've been able to learn is that the different kinetic energies the FAA refers to will be the responsibility of the drone manufacturers to determine what the crash weight of each of their drones will be and then present it to the FAA. So your drone will fall into a category after they've submitted to the FAA. How long that process will take, is anybody's guess. Thanks for getting back to me.

@@Sora_Digital there were a few questions on the new lighting and flying over people, but I basically just went through tony Northrop video, and altitude university they have a free course. The biggest thing is you 100% need to understand how to read the charts and understand the airspace designations. There are a few kinda trick questions that if you dont understand how to read the chart and interpret the airspace youre gonna be stuck guessing, (which you have a 30% chance of getting right). I took the altitude university practice test earlier in the day and got a 90% and then got a 93% on the actual test so they're very similar and a good bench mark to how good you know it. Good luck you have plenty of time to study.

SUAS ID is basically a transponder. Required by most aircraft, and will help prevent safety issues with all "aircraft."

This was a great video. I am very new to drones. i have purchased one but wanted to become 107 certified before flying. I take my test next week. It is nice to see someone giving information on remote ID as opposed to some channels that are only spouting hate for it as if it's ruining the hobby/profession. These things only upset those that are already breaking the rule. I wouldn't drive a car on public roads without registration and a license. Why should a sUAS be any different.

If you would like to use your car as an example, as of this rule your car becomes illegal to drive unless you retrofit a device on it to broadcast your name and license plate number thru radio signal, or buy a NEW car that has it built into it. Good luck selling the old car, that now needs work to be legal, for what it was worth last month. You dont have to be a rule breaker to be upset. You have to be able to see potential for the misuse and abuse of information being broadcast. All potential angles of a laws effectiveness SHOULD be scrutinized, if not then the law is unjust.

Hi Jason and Team - My Part 107 expired in March of last year, then I took the online test that extended it until December 2020. Now of course that has expired. Do I wait to take the online recurring test or what should I do to renew my Part107? Thanks! Robert

Remote ID will change the entire sub 250 weight limit, because anything that is added to one will make it over that weight. AND in my area, there is not that much "airspace" busy as yours because we live in other parts of the country that is rural and not a city and near and airport.

Yes, you are correct. On this site: www.faa.gov/uas/commercial_operators/operations_over_people/ they reference the updated training being available 06 April 2021.

Nick Tanner I questioned them about flight over people and received that as part of the response. The rule is smoke and mirrors. If you put prop guards on a mini it will put it over the 250. So then the kenetic force comes into play. There is a drone kenetic force calculator on a lawyers web site. The mini could hover at 47 feet and fall straight down it hits the max kenetic force. My Mavic could hover at 9 feet and free fall and it would hit the max level. So basically you can hover at those heights and be fine. So there is really no way you can truly fly the drone. You'll bust the max force just by moving.

Question: What should I do if my Drone gets totally destroyed? Should I report it to the FAA, or just move on? This was on the test, and I think I got it wrong

If it was registered, un-register it. It stays in your account as cancelled and as something you no longer have. I just did it with one of mine that I sold. That way, if the person who bought it gets stupid with it, I have proof that i no longer own it. If you never registered it, disregard. However, if it was destroyed n a crash and damage to someone else's property occurred and exceeded $500 to something other than the UAS, or serious injury or loss of consciousness to another party, then you are required to make a report to the FAA of the accident. Hope this helps.

I am getting my DJI mini 3 in about two weeks. I am not flying for money. Do I need any type of license? Do I need anything to fly either for my drone or myself? Just flying for my enjoyment.

UPDATE Sept 2021: 1990 FAA Aircraft Dispatcher just took a surprise test !! Most of THIS TEST, I just Barely passed (80%) is ALL ABOUT CLASSes of Airspaces. A ridiculous amount.! WHY? IDK. Some frequencies -ATIS (what is a 'C' on the chart).? Terrain clearance and THEN what Class AIRSPACE are you in.?> AIRSPACE! Learn the details.!!! The real 'DRONE' questions→ are easily handled. Oh by the way. When these delays started happening I decided not to wait and took the old test. I studied with a variety of materials but the main thing was the RP 101 recurrent course. 98% 😁

just took my first exam march 17 and passed 88%. there were no night ops questions on it yet, but i was prepared for it. if i want night ops clearance should i go ahead and apply for a daylight waiver as per standard, or wait for some "new" online addition i can do in April?

I wonder if propeller guards would count for category 1 over people? Although I'm pretty sure if I put the mini 2 prop guards on (which unfortunately the blades would still be exposed on top which would create a laceration hazard if the drone was crashing upside down with the props on) it would push the weight over that .55lbs...

Guessing prop guards. Or no current professional drones on the market meet the requirements for, no moving rotating parts that can cut skin. So if we are not talking prop guards then its excessive rule eliminating all current drones.

A few weeks ago I attended an online seminar (and I think it may have been with DroneResponders but I attend so many of them I can't be certain of that) with an FAA official. At that time I believe that he said that there will no longer be readily available to anyone the location of the control station and some of that other information, simply the remote ID number. That number can then be given to LE or FAA authorities and they will take the complaint from there. Can you confirm?

The way I understand that the original rule required a Wi-Fi connection which would have a pretty long range but they changed that to use Bluetooth or something similar with a much shorter range. I'm sure someone will make an app for people's phones so they can pick up a nearby drone signal and locate its position but not necessarily the position of the rpic. So you can launch the Drone and then move your position. People won't really know where you are without looking around but they will know the general area to look for you because they'll know where the Drone is and you can't be very far away.

You need to already have registered it for your FA# to affix to it before any flight. $5 and good for 3 years. Also need to take the free one time online TRUST short course and exam and have your TRUST certificate number also. Pt. 107 not a requirement to get these. Though these are required to fly now. Best wishes and good luck on your 107 exam! Study those Sectional charts. You will have it soon.

What would be necessary to eliminate the "rotating parts that could lacerate human skin"? Would simple propeller guards be adequate?

I would think not since it wouldn't prevent it. Guards only protect the tips of the propeller. I think it would be a propeller cage like the accessory available for DJI Mavic Pro.

I was considering applying for a daylight waver, my current certificate doesn't need to be renewed until Jan 2022. Once the new test becomes available can I take it immediately or am I better served be going ahead and requesting the waver and take my renewal when its scheduled?

I've been told that they're not issuing more 107.29 waivers. I think you can use your existing waiver until it expires. At that point you're only avenue would be to take the night training which I think includes a quiz. I just took the recurrent test so I'm kind of in the same boat. I can't get the waiver but I can complete the training when it comes out and then be current to fly after dark... when it actually takes effect. I think there is a short time period between when the training comes out and when the law actually takes effect. Or... that period may be expiring as the training has been delayed, I'm not really sure.

The way I understand it, all of the daylight waivers immediately expire when the new rules takes effect. Something that I don't think is mentioned is that I also understand that there is no way to get permission to fly in controlled airspace after the rule takes effect. So even if you have a daylight waiver for controlled space, it still expires. So, until they come up with a resolution, there is no night flying in controlled space.

So if I understand this correctly that if you want to fly over people or traffic.. even if it just to cross a road, you have to have prop cages. Thanks for the update Jason. My 107 expires at the end of March so I'm going Friday. Bummer

No. You only need prop guards if your flight over people is sustained. Meaning if the flight will stay over people. You don't need prop guards just to fly over people or a street moving to another place.

No. No drone has remote ID yet. I don't see why higher end drones like DJI's can't do remote ID with a firmware update. Covered blades can be solved by prop guards but will be hard to do all that for a category 1 drone.

This "fly over people" rule is mostly useless because if your UAS cant fit prop guards it won't qualify. Actually prop guards still expose parts of the blade and cannot totally prevent laceration upon impact with flesh. So basically - you still cant fly over people unless you have ducted fans, regardless of size. As written, a standard Mavic or Phantom class drone doesn't fit into any category - prop guards or not. Dumb.

I don't really understand the part about passing over moving vehicles. It sounds like it would only apply to a closed area like a movie set. If it applies to the real world, in addition to delivery drones it will also be great for people trying to map and/or film areas that are adjacent to roadways. Sounds like we're not allowed to fly along the road with cars passing underneath of us but we could cross the road and then fly along next to it on the other side.

We currently operate sUAS over moving vehicles on a regular basis, studying traffic flow patterns around school zones, monitoring for special events, even counting vehicles in parking areas. In addition, it is not uncommon during emergencies to cross highways, freeways, roads, as disasters know no boundaries that are made by man.

@@TallTexasGMan Do you have a waiver to do that legally? Are you operating a category 1 drone that allows you to Transit as long as you don't have a prolonged stay over the vehicles? Without one of those two conditions I'm pretty sure that operating over moving vehicles is still a violation in the US.

Fria- a controlled environment that will be congested and cause multiple unnecessary accidents because of "safety". Sounds like the makers of this video favor only 107 holders and not hobbyists. I've never heard anyone sound so cheerful and mention FAA regulations at the same time 🤣

So now your neighbors who don't like you flying your drone can report you using your drone info. And it hasn't been brought up yet that this will require an active internet connection to report your location.

I believe the internet connection was removed from the rule. The connection now will be Bluetooth or similar but not wi-fi. Much shorter range. Yes your neighbors can report you and thieves can locate you :-(

@@scottnagy5381 The way I understand it anyone will be able to get the "drone finder app" and locate us, including thieves :-( Initially the idea was for us to broadcast on WiFi and the range would have been much greater but they changed it to Bluetooth or similar with less range so we aren't as visible/vulnerable as we would have been.

And this is the stickler for me.. I don't get how the general public has any business knowing where my physical location is in real time. They say that this is just a "licence plate" for your Drone, but I don't agree. We can't see someone's licence plate on their car and find out where the owner of the cars physical location is by pulling out our phone and putting their licence # in a app. This is a false comparison imo and much more than just a licence plate for drones.
