You have to fry them three (3X) times. You add oil only once and dab the tops of the radish cakes. You add water only once, too. The second time you flip them, fry them a little (about 1 min.), then add water. Cover and allow to steam. "Qing Shui" (at 6:33 to 6:36). This ensures that the sides are fully cooked, too. Flip a third time to steam the contents of the entire pan cover and allow all of the water to evaporate, this will crisp the bottoms. Optional - drain on paper towels.
