Depends on where in Europe you are but Sky, Viaplay and Canal+ seem to be the main broadcasters with Indycar Live as another option in quite a few countries too. No idea about Nascar though.

Indycar's website has a "How to Watch" section that includes international broadcasters. But at the very least, the official channel posts 30 minute highlights videos about 12 hours after the race. Nascar also posts highlights on their channel, they were 14 minutes for the latest race.
