Most Cities?! That's a total exaggeration. As a for Dar es salaam, this's a coastal city, and if you know the history, coastal cities in along the Indian ocean are among of the oldest cities. As a result, their city centers were built at least 100 years ago, where there's no sense of better town planning for the next 100's years. And that's also explains why even their roads are narrow. Another thing is an introduction of BRT that use the central lanes along the ready existing roads. So, while you would expect trees to be in these central lanes like in other roads, they have already been replaced by the Rapid Bus Transport lane.
