I'm a new virtual claims adjuster and I found this video very helpful. Adjusters aren't trying to screw over contractors. It can be complicated remembering that different states follow different codes and rules. We also get loaded with multiple claims that go far beyond roofing claims so explanation of why certain line items are changed or added can be very helpful.

If a city adopted the 2015 IRC does all the 2012 IRC codes apply as well?

They do in the sense that the 2015 IRC codes include all codes listed in the 2012 IRC plus enhancements. But no in the sense that if the 2015 IRC codes have been adopted by that city, the 2012 codes are now obsolete and therefore irrelevant. I hope this helps! - Chad Michael 👊😉

Do you submit your estimate after you do the job?

In almost all cases, try to submit BEFORE the build. Anything they don't approve at this stage should be identified, but not agreed to. For example, the adjuster doesn't approve the flashing to be replaced before the build, but they will approve it, AFTER the build, when you can show them photos of damaged, bent, rusted, or with nail holes that you took DURING the build. So, to recap: submit before the build, get a list of items to give special attention to during the build, and then submit an amended estimate after the build with ACTUAL INCURRED costs. This becomes not an estimate, but an INVOICE. Hope this helps. :)
