Can you experience all the content quests etc specific to each syndicate in one play through or do you need to do multiple? Also can you max out all skills in one playthrough or do you have to make “builds?”

I'm gonna guess that certain quest lines won't be available if you have a bad reputation with certain syndicates, which definitely adds to this game's replayability. It's not the syndicates that provide you with the skills. It's experts encountered throughout the world. So yes, you will be able to max out your skills in one playthrough

They're old money: Amassed such wealth and influence eons before the events of the series that they can afford to hire more fit individuals to do the legwork for them. That, and hutts are surprisingly fast. They can also swallow a human being whole. It'd actually be pretty interesting to see a low-level Hutt enforcer as a miniboss.
