It's not a law. More a rule or maybe precept. In historical times it was sometimes enforced for short periods. But mainly to save wheat and other important food from being brewed into beer. Today it is mainly a marketing thing.

I am a German and I loved this video, so funny to watch people react to the beer 🍻. And dirndls (dresses) and lederhosen (trousers) are traditional dress in Bavaria and are mostly worn to Oktoberfest and special occasions. Loved the video :)

Probably because it was part of the American-controlled sector immediately after WWII, and our military personnel had a lot of exposure to Bavarian culture.
