You can't say that China doesn't know what's going on simply because Chinese scholars at international conferences say they don't know what is happening between Russia and N. Korea. Nor can you say that North Korea's military is very well modernized. Hoo is making highly questionable claims, and I highly doubt she knows much about military matters.

There are already N. Koreans in Ukraine and not just Kursk and not just training. Several have been killed, but also several have been captured. They are currently being treated as POWs but their status is still being decided. Rule 108 on mercenaries is very narrowly defined.

As someone that understands a certain amount of Russian and Korea, I'd like to chime in: According to the law in the Russian Federation, the four "oblasts" in the Donbass (Ukraine), had been incorporated into the Russian Federation, so Russia can, at least from the view of the law in Russia, send in PyeongYang's troops (it already has in non-combat roles), into the Donbas, as it views those oblasts (Donbas) as it's terroritory. Though, according to Ukraine and the UN, at least through President Zelensky and some at the UN, including at the UNSC, state and show through their laws and the UN charter, as being illegal, if PyeongYang's troops enter without permission from Kyiv.
