I’m assuming this is just rage bait. The real answer in Illinois is: the plate has to be reflective, has to have the state name, has to say “the land of Lincoln” on it (seriously), and painting it would probably also get ticketed as obscurement because the plate is technically not visible anymore. The law doesn’t see a difference between this and covering the plate with paper. Ironically in my state the law has less penalties for not running a plate than it does for modifying one.

I'm pretty sure black paint is a "material that makes the plate difficult to see" from distances where it would be useful to be seen. Also, that black paint is the exact opposite of retroreflective, which is what all US license plates are for good reason.

Definitely illegal. Even if you ignore the legibility of the numbers, you are covering the state identifier. The same plate number can exist in multiple states, so you need to be able to read the state. A cop not pulling you over for it doesn't mean it is legal.

*technically* it most likely means that it has to be able to be read from 100 feet away as from every licensed pate law I’ve ever seen says the same thing. But I’m also not going to go on a 30 minute dive to find if that’s true or not in your state lol. Beautiful truck man and best of luck with it in the future!
