I don't think he was held back really , i mean sure nwh Goblin gets the extra point for getting the psychological win over Tom other than the level of physical torment but they couldn't do that in SM-1 cuz who would be there to stop spiderman from becoming a cold blooded murderer ? Other that that the movies were kinda opposites of each other in the sense SM-1 Goblin was working upto being able to beat spiderman while in nwh spiderman was the one who needed to become a match . The level of goosebumps in the pure domination against spidey in nwh making a very threatening first impression was matched by SM-1 Goblin in the final act when he made that masterplan to exhaust spiderman closing the gap between their physical level and really beat the sh*t out of him , the music just turning into silence in that final beatdown was chef's kiss . Tom really got the short end of the stick in the lesser encounters he had while Goblin was messing with Tobey on a regular basis to the point he was getting nightmares when sleeping in the hospital looking after Aunt May. So i think it depends on how one sees it , Goblin was surely more threatening this time for getting the psychological win but i didn't feel like he overall became Tom's villain more than Tobey's , it really felt like he just saw another spiderman and went straight to bullying him nothing personal , while that reverse flash like relationship with Tobey was something else , idk he had way more ties with Tobey's Peter and the final beatdown from him just felt more personal than Tom's. So he's more threatening of a villain in nwh but i'm not able to see him as Tom's villain more than Tobey's really .

The best answer I found was that he didn't want to kill her right away, only injure her to show Peter the consequences of not joining him. In that way, Peter's heart will be attacked like what Goblin said. I'm pretty sure he would have killed her eventually, he just wanted Peter to suffer for a long time. What better way to have an opponent suffer than to not know when their loved ones will finally be killed?

While yeah he did lost everything partially bc of Norman Osborn, realistically Mysterio was the one who truly destroyed everything and now nobody knows who Peter Parker is. He was the one who tricked him so much to the point of revealing his identity completely, made Peter go through everything he went through in No Way Home, Mysterio is truly a vile, nasty, and a pure evil irredeemable guy, and none of No Way Home would've ever happened if it wasn't for Mysterio.

Here is the twist that if you watch Tobey Maguire Spiderman were Green Goblin try to impale Spiderman with Glider, only to have him flip over it. Goblin remark is oh just before he is impaled. The theory is that when Goblin returned to his universe, when Doctor Ock drown his mini fusion is where he returns and Sandman is when Harry falls as VENOM stabs him and Sandman watching with horror look on face is when he returns.

I love the detail when the Pumpkin Bomb was about to explode inside the Machina De Kadavus, the ticking sound that the Pumpkin Bomb produced made all three Spider-Men look alarming & traumatized in a way because the ticking bomb reminds them of the greatest villain they all had. The Green Goblin put May to the hospital, kill the Oscorp people, made Peter 2 Spider-Man decide the hardest decision he first made (the kids or his lover) and broke him & Harry's friendship, the damage got solved but Peter 2's Goblin gave him misery quantitatively. Then Harry's Green Goblin basically took one of the only things that Peter 3 Spider-Man ever had, and that was Gwen, he basically have to live his entire life on the guilt knowing that he broke Captain Stacy's promise by getting too close to Gwen, sure he only took one thing from Peter 3 but damage has been done and he gave him misery qualitatively. And lastly, Peter 2's Green Goblin travelled to another universe (Earth-199999) and ruined Peter 1 Spider-Man's whole life. He killed his Aunt May, broke his friendship with Happy & Ned, destroyed his romantic relationship with MJ, ruined his chance of getting to MIT college with the people he cared about, almost broke The Entire Multiverse and basically gave him the lowest point of his life, just like Peter 3, Peter 1's Spider-Man also have to live the rest of his life with the guilt knowing that every misery that happened to him was all his fault, and the Green Goblin gave him misery but quantitatively and qualitatively.

Since No Way Home is basically a crossover movie between the three Live Action Spider-Mans, I don’t really count Green Goblin as an MCU Villain. That’s like if Mechagodzilla’s a King Kong villain all because King Kong despite him literally being named Mechagodzilla. Or if Bowser’s considered a Sonic villain even though he only competes against him at the Olympics or in Smash Bros (Which itself’s not canon because those are figurines.) It just doesn’t count. You could say he’s a SpiderVerse villain, since No Way Home is technically the first Live Action SpiderVerse movie, but obviously that wouldn’t be the case.
