Were it not for the protection of the arm forces, many governments would not dare ignore or oppose the will of the people on whose behalf they weild power. Especially on moral issues, a government elected by the majority should abide by the clearly stated will of the said majority. That's the essence, the true meaning of democracy. Therefore, when a government either seeks to do the bidding of another government or is hamstrung by that other government or interest groups, the people then should have the power to summarily remove that government since it's not acting in the interest of the citizenry. And that's my take!
