The use of issue as a synonym for problem is my pet hate. It's an IT Americanism.

The prevalence of the word 'issue' has occurred over the last 25 years in direct parallel with the growth of reliance on computer systems and IT in general... In my profession in the architecture/IT sector over the last 30 years I noticed the word 'issue' starting to be used to describe what was actually a problem, and often a failing, with a computer or computer system. It was almost as if people would not admit that 'technology' could be fallible and imperfect, especially at a time when so much trust and hope for the future betterment of mankind was being placed in said technologies; therefore it was easier to say 'issue' rather than say something was wrong with it - ie. a problem. In the English speaking world, the word 'issue' has now moved into general use along with said technologies which are now part of most people's lives globally, and is part of a much wider unspoken agenda to not call out 'right and wrong'; things are no longer black and white, they are grey, uncertain, indeterminate. This in turn has led to poor leadership and bad, unclear decision making in business and governance. I would also cite the use of the words 'appropriate' and 'inappropriate' in place of right and wrong; especially in educational settings. All in all I think this change in the English language is driven by political correctness and politics generally, rather than natural language evolution. It has gone hand in hand with the prevalence of inflection aka 'upspeak' (making a statement sound like a question) in spoken English, which is a different subject but equally if not more annoying!

When we talk about weed, it's a health problem that we all should get concerned about, beyond loads of people who have died throughout the time for being among the traffick conflict, some countries haven't cared about it. Don't you think they should issue it out to people who have a certain type of necessities instead of considering it illegal as they have done? Besides, the economic health issues might get better as its net gain goes up, for also setting up taxes on it. Sometimes, I just wonder why it's just an issue for the government to discuss while people have been dying around the world. Only one substance might be considered an issue to politicians, a problem to the police, and a hope for people who need to be treated by a substance they still consider illegal... Just made this little text for trying practicing a bit hahaha! Thank you for the tips, you're awesome :)

THE FINAL WORD: If you win the lottery, the "issue" then becomes what to spend the money on. If you don't want the money and feel it could have a negative impact on your life, you can give it to charity. Otherwise spending the money will be pleasant. Either way, there is NO PROBLEM whatsoever as--again--you can always give it away to a good cause, which will leave you feeling good. Buying a new Ferrari and a nice house would also leave you feeling good...so realistically--without trying to split hairs--there really is NO DOWN SIDE to winning the lottery. Thus "issue" and "problem" are not interchangeable. Americans since the 1990s are incorrectly using the word "issue" as a synonym for "problem". While a "problem" can be an "issue", an "issue" is certainly not always a "problem". No, "issue" and "problem" are never fully interchangeable, because one is about absolutes ("problem") while "issue" is really--in the end--SOMETHING GOOD OR BAD THAT IS HAPPENING.
