If I'm PSV I wouldn't do anything during the Jan transfer. For the rest of this season I'd give them both time via rotation, and would be transparent with both players that a transition to Pepi as the fulltime starter for next season is going to happen. Then you sell Luuk de Jong over the summer to a destination he prefers, assuming he wants to move away from PSV. Maybe he's happy to remain and let his career wind down mostly as a sub and sometime starter. If that's the case, you keep him. But, if he'd prefer to try playing significant minutes, you let him pick where he's comfortable being transferred to. That's the right treatment for a club legend, and it's the type of thing that reinforces your reputation as a club among the fanbase and player pool. It's far better for sustainable success in comparison to offloading a club legend to the highest bidder, regardless of his preferences.

Luuk De Jong’s contract is over at the end of the season. If I’m PSV I’d tell De Jong thank you for your services but it’s time to transition Pepi into that starting role as your time here at PSV is coming to an end.
