The most authentically 80's thing about this movie is the fact that even though they pretend he's got some value as a serious character, the fat kid really is only there for comic relief. He doesn't even get the girl at the end, even though they set up his crush for the whole movie. He kisses her in weirdly nonconsensual, utilitarian "Because it's the only way" kind of way, and that's it. The skinny kid kisses her at the end, and this time it's played like a serious relationship. This is exactly how it would have played out if this movie really did come out in the 80s.

It's been years since I read the book, but I recall there being some explanation in there. Like the town is basically sitting on top of this ancient Lovecraftian evil that Pennywise is, or whatever.
