Alessandro Mercante Indeed. Aegon IV (also known as Aegon the Unworthy) was the one who legitimized all of his bastards and essentially started the first Blackfyre Rebellion.

Normally I would've said no since most targaryens had some form of madness but Egg, Aemon's brother was an awful king. His unfulfilled promises were a cause to Robert's rebellion, his actions led to Robert having Targaryen blood thus a claim to the throne and the death of every other Targaryen except Jaehaerys, the mad king and his wife.
