In the United States, law's are by city, county, state and federal. Federal law supersedes over all, city, county and state only have jurisdiction for their specific area. There's also the department of justice - DOJ, The Federal Trade Commission - FTC, and other governing bodies that oversee specific areas of enforcement such as food, vitamins and supplements, beauty products, and gun's alcohol and tobacco just to name a few. The FBI investigates and arrests, they don't write the law. Hope this clears up some confusion. Yes it's incredibly confusing.

@@emerencespringer yeah, our laws are all over the place. literally like different sets of laws for indigenous people's lands, nature conservation areas, military bases, territories, Washington DC specifically, and US citizens who reside abroad (uniquely American: the US makes its citizens abroad pay taxes to America ON TOP OF their taxes owed to their current country of residence. other countries don't do that.) sorry lol I'm preaching to the choir here
