It's just a simple brawling mechanic, there couldn't possibly have any bug in it

The worst brawling bug is when the game doesn't count it as a brawl and you get a bounty / attacked by guards.

I was doing that quest in Fallout where you pretend to get into a bar brawl to make some kid look good in front of his girlfriend. I had on a mod that lets you rip a guys arm off and beat him with it. They all ran out of the bar screaming. “It was just a prank!” “You took it too far man!”
