It's easy to say the original Ocean dub is the best, but let's give some credit to Chris Sabat over at Funimation. There's nothing wrong with his original version, not a damn thing (well, other than that godawful Nappa -- sorry, Phil Parsons). But he realized how much people loved Brian Drummond's version, and he adapted his own. 0:36 is fan-fucking-tastic. That's the mark of a quality VA right there.

Phil Parsons is FANTASTIC as Nappa in the redub of Kai Funimation as Kai of phenomenal by being accurate to the source material and top tier voice acting for all the characters. It’s nowhere near as problematic as you claim for the original funimation dub but Kai FIXES all of that entirely as KAI is the best one of them all! It’s more the just “give some credit”, it’s the OFFICIAL voice work of the characters and the media while being accurate.
