They do. The DOT has a budget that's paid for by taxes on gas and vehicle registration. The taxes haven't been raised since 1992, so essentially while inflation and a higher number of roadways has made things more expensive, the amount of money they get to pay for it has decreased over the course of twenty six years.

Best racing games imo are Most fun: Driver San Francisco (It wasn't hugely popular but fuck looking back gets me nostalgic) Most to do: Forza Horizon. Honourable mentions: GTA 5 online racing, and pretty much any of the Need for speed games.

Two reasons: 1, there are visceral consequences for mistakes. Unlike many racing games where you might just face some cosmetic damage, go off into gravel and slow down, spin out etc- in GTA, you can explode and die if you mess up badly enough. You can be ejected from the track, your car can tumble end over end and land on someone's picnic in the park on a sunny afternoon. 2, your cars are YOUR CARS - not only can you customize them to your preference, but you can use them for things other than racing. Cruising around town with friends, doing missions, etc - the cars feel more special to you than they tend to in racing games where you really only get to interact with them during races and menu screens.
