Unless a case has gone to court and a judge in their capacity as a judge, has signed a warrant be very careful what you decide to do regarding a debt enforcement officer. Certainly never discuss your finances with a stranger and never assume they have any authority - generally they don't, regardless of their certification. Every case is judged on its own merits and particularly in the case of council tax, no bailiff has any authority if that supposed authority was granted by a council - who have no more authority than you or I, and in the case of CT no Agent will have any evidence in your name from a court of law - just go and get yourself some knowledge and these things are less scary than you imagine - but try not to ignore a situation, act on it

Stop paying them anything - if they take you to court explain that their charges are punitive and causing you harm - if you mean to say you had one outstanding charge of £8.00 and now you are paying back £264 a month, even one month is ridiculous. I would like to know the law that obliges you to pay for clean air zones, the owners of the roads that somehow warrant the charges, and who in their individual capacity makes a complaint against your person for travelling on roads you are entitled and I guess taxed, to use freely. Use knowledge to create your own safety barrier against these people. Why did you not pay £8.00 but can pay £264?
