Mines been leaking like this for years with a garden hose attached. Part 1 of this video solved the problem without the other tape! Wish I’d come across this video years ago but thanks anyway.

Would the tap come with ptfe from the factory? It seems like an odd solution, i'd have thought it would have some sort of rubber washer in place to stop it leaking..

It would have a seal but it wears away that`s why u need to pack it with PTFE.

Yup mine done it also. I did the stop cock the same way now if it's stiff after is this down to too much Ptfe tape or over tightening the nut?

Turn off the main supply usually located under the sink.

Wife complaining about leaking outside tap. Time to fix this problem. Step 1. Get largest spanner in tool box. Step 2. Wave said large spanner menacingly through back window (she should be in kitchen anyway) in wifes general direction implying what may happen if she doesnt shut up about bloddy leaking tap (water feature) in backgarden. Step 3. Replace spanner in tool box return to couch crack open can and finish reading paper in peace!!! Problem solved!
