Well when you have new art supplies outside of what you've ever used you have to feel the media out first and see what it can and cant do ect. I had gotten a 20ish set of cheap POSCO marker and spent forever testing out a large variety of things and, that was after prior using a couple of them loaned to my by my art teacher. I found that a few of them were coincidentally blue; UV reactive.

You'll have to get your hands on some LIT pigment from Stuart Semple. It's the "glowiest" glow pigment available. I'm testing it out this week and it's REALLY impressive, even just with normal light.

There are actual glow-in-the-dark paints that will glow (after being charged with light) and do not require a UV light to be visible. They will emit light in a completely dark room. The cheap paints use zinc sulfide while the best glow paint will use strontium aluminate that will glow brighter and ten times longer.
