Wow. There are a lot of commenters on here that have absolutely NO IDEA how a vehicle repo works. No, it's not illegal to drive it away unstrapped. He'll stop and strap it before hitting the road. No, repo men don't have a cop with them. Stupid question of the day. Yes, the apartment complex looks abandoned. It's the middle of the day. No, he isn't going to pop the hood and disconnect the batter to turn off the alarm. There are numerous reasons not to do so, the least of which is erasing the GPS history stored on the computer. No, the owner doesn't have any right to stop the repo process. They have been notified multiple times by this point and have lost any legal right to the vehicle.

Just remember if you made payment don't argue with the tow-truck driver, argue with the company the owns the car, the driver has the paperwork to tow and that's legal, the company that owns the car has to resolve the issue sadly

The Grand Cherokee is 4 wheel drive all the time, unless it was specifically a 2 wheel drive model. Looking at the badging, it's definitely an AWD Grand Cherokee. So yea, that won't be a happy vehicle being towed that way.

yeah i have a 2013 grand cherokee, its a higher trim than this and doesnt have a steering wheel lock, you can still turn it but not as easy as if the car was on. (thankfully has never been towed, I made my payments on time, and is payed off)
