Does anyone know why is his Gaussian blur different from the current version. I mean he uses the effect but whole fish doesn’t get blur , only some part gets blurred

You can use Gaussian blur with pencil, only for the parts that you need

You need to select Gaussian blur and then chose the intensity of the effect you want. And to make it flow you have to select the flow effect.
