Putting this into context, Jesus was not saying Peter was the rock upon which He would build His church. He was saying His church would be built upon HIM. Jesus IS the rock.

Jesus told Peter after he told him that he had received a revelation from God... his Father that Jesus was not only the Son of God... but also the Messiah. And Jesus said to Peter right afterwards... I will build my church upon this rock. The rock my friends was REVELATION. For when the church has revelation, the gates of Hell can not prevail against it!!!!

The Holy Spirit is also God. The Holy Spirit is also divine and eternal, so there is 3, that shares the same eternal nature.
