For any gasket maker, Hondabond, Yamabond, Kawibond, RVT, I get these little plastic syringes that I find around the fiberglass stuff at a marina, HD or even parts store. I put the sealant in the syringe and then apply it to the area. Very easy way to get around all the bolt and dowel holes.

The balance shafts are there because of secondary rocking motions in 4cyl engines, When you get over 2.0 liters the engines shake so the balance shafts are there to smooth it out. Even the old accords had them with the 2,2 and 2,3 engines. They ran off a timing belt. We have ran lots of them without the shaft belt with no noticeable difference. Most of the time you get a little vibration at a certain engine speed.

the balance shafts are there to smoothen out the operation ....4 cylinders , larger displacement like 2.2 and up have vibration issues.....Nissan has them on their QR25...common mod was to cut the chain for them...smaller 4cyl like 2.0L (k20 or sr20) those vibrations arent as much of an issue

Make sure you reuse the two alignment bolts for the front cover or you might have slight alignment issues with the pan , from the bottom up i think its the second hole , and when you replace the bolts with the downstar bolts make sure to throw some honda bond in the holes , ( honda platnium tech for 15 years)

500 should be on the limit of fine for his use. K24A2 has decent ring gap for turbo applications. Personally I would have done valves and springs because drift car and limiter might cause valve float. My K24A2 exploded at 550. A friend of mine has a completely stock A2 at 686HP and it’s fine with 10k hard miles on it.
