I don't think they could technically use him, since they've been playing with a rule that they have to use one starter from every (current) team and there's only 5 starters. However, I think they could have justifiably used, say, Billy Wagner or Octavio Dotel.

You just can't miss 2005 Roger Clemens at 1.80 ERA for 221 innings and 2003 Billy Wagner at 1.78 for 86 innings. And they're both so safe because there's only two Clemens years and they're both amazing, and only like 4 Wagner seasons and they're also all amazing.

Gibson didn't pitch since 2000. As for Houston, they need to set rules about using them in these drafts and then remind each other. My suggestion for a draft like this would be that you are permitted to choose a Houston SP in place of another team, but then you must take a reliever from the missing team.
