If plot convinience didn't exist for either character Diavolo wouldnt randomly need 10 seconds to take over and would have access to time skip immediately. Its a nerf so we can see Doppio fight and to raise tension so Diavolo isnt all powerful at every single point in the season.

I honestly don't understand how Risotto can't just immediately kill anyone by filling their throats with a stapler, or really big nails.
