Even when being raised in Japan, I think that a lot of people there assume that foreign-looking native Japanese speakers likely went to international school and therefore also speak English fluently. There likely aren't many foreign-blooded Japanese like Franchi, however, who come from a spot like Oita Prefecture, where that kind of education probably wasn't all that available. According to the KZbinr Dogen (who lives in Beppu), however, that might have changed considerably in recent years in Beppu (in particular) because of the establishment of APU Ritsumeikan. I don't know anything about that, however, outside of his videos about it.

Many parents also refuse to send them to international school as well.

@@joshuainlondon International school tuition has always been sky-high, but the weak yen makes it worse. It also likely doesn't help at the moment that American purchasing power overseas during this past decade has been so strong. Any American living in Japan who is simultaneously making money working for international companies and in US dollars is doing quite well for themselves.
