The Personnel File has a look at some of Trek's most iconic characters. This week, we are looking into the one-in-a-million augment, Doctor Julian Bashir from Deep Space Nine. He is one of only a few characters who's career we follow practically from his first assignment throughout some of the most character forming years of his life.
Plus we already covered O'Brien so I couldn't leave the duo apart for too long.

There are definitely differences though. If I remember correctly Neelix was beloved by the Voyager crew while Bashir wasn't even liked by the DS9 crew. Besides, Neelix was divisive rather than disliked. Some people really liked him while others really disliked him. Bashir wasn't really a character that people had very strong opinions about as much, he was just annoying.

But he isn't at the same level as Jack or Patrick (the genetically engineered humans who suffered side affects of their engineering), for instance, since they never intentionally hid their intellect. One can assume that Bashir did infact lose a bit of his edge, once he had been "in hiding" for so long. But Bashir also lacks the ego that for instance Khan had aswell. But he had 400 years of genetic research etc to thank for that i suppose. While Jack essentially became a psychopath, though not really a sadistic one, still he has problems with emotions and had angry outbursts, he also had trouble talking "normally" due to how fast his mind worked..... and Patrick never matured out of infancy so he essentially just has the mind of a 6 year old, even though he's just as intelligent as the others. Theortically he's just as smart as the others, but he has intentionally been slacking. I mean, most people probably could get an A+ in most subjects today in school if they actually "studied hard", but most of us just don't.... either we find it to boring or we feel content with just a C since we want to do other stuff to, etc.... i know i didn't study as hard as i probably could have.... :P So if Bashir needed an hour to study to get an A+, he'd probably just intentionally study for 45 minutes instead. Enough to get great grades, but not enough to "stand out". He did mention that he intentionally only became the second best student in his class. Enough to get him any assignment he wanted, but not enough to have anyone look twice at his achivements

"For every Julian Bashir there is a Khan Noonian Singh..." I would hope geneticists and other researchers mull over Julian life to see how they might be able to avoid making Khans in favor of more Julians. Julain came out right. In Enterprise, they explain that the embryos of the Augments had more aggressive traits and that Dr Soong wanted to breed it out. Maybe they would be normal if the Federation corrected that error, assuming most people became augmented. Otherwise, there would be resentment and jealousy.

There's the rub. IF you can do it for everyone, then that is quite fair. But what if it is a limited commodity, who decides who gets in and who doesn't? Does it only go to the super-wealthy because they can pay for it? Those most in need? How do you determine the need? It is a bit fraught

I appreciated his character arc, it was one of the best of the series and sadly DS9 didn't get as much love in it's time as it deserved. it was the first Star Trek to have people grow and change as opposed to everything returning to a status quo. Yes TNG had miner things change an in universe the Borg changed a lot, but we didn't see much if any of that side. the characters always returned to the same baseline for the next episode. all credit to the writers, directors and actor of Bashir for making a solid character arc. PS his interactions with Garak are some of the best banter in television

I know Ezri Dax was attracted to him, but I have to wonder if Ezri Teagan would have been. If not, that's bordering on reassociation since she said where Jadzia was concerned, if Worf hadn't come along, it would've been him. this makes me wonder if it was only the symbiant's influence that made her like him, and if true, her only saving grace was that he and Jadzia never actually dated.

His story arc tied in with the story arcs of Aryk Soon, Noonien Soon and his androids and of course Khan himself. I personally believe that someone looked the character of Khan and thought “how would a Khan that works in Starfleet look like?” Also the way Data and him work together is magnificent and as you pointed out before in a previous channel Data’s nature can be tracked down to Aryk Soon who was the pioneer of the genetic enhancement that Bashir went through.

Dr. Bashir has always been my favorite character of DS9. Everyone else on the show, save Jadzia Dax, came off as pessimistic and angry at the universe. I enjoyed how smart he was and his unapologetic delivery of his intelligence. That's why when he Data met, I was truly hoping that a continuing storyline via crossover episodes would have occurred. Whilst I love that Data always remained on the Enterprise, I would have actually been more devout in watching DS9 had he switched over to the station instead of Worf and O'Brien. Seeing Dr. Bashir and Data together more frequently would have been a perfect match. Data always wanting to be more human and Dr. Bashir actually being more than human would have made for far more interesting episodes of the two teaching each other. *** Oh, and his English accent was so hot!

I absolutely despise the Federation's stance on genetic augmentation and engineering, for three reasons. First, it inhibits morphological freedom to a degree. Federation citizens are basically told that their bodies are not entirely theirs to modify beyond a certain point, regardless of what those modifications are or why the particular individual desires them. You also might notice that you never see tatoos or other permanent cosmetic modifications among Starfleet personalle or Federation citizens (Chakotay was from the Maquis, and additionally his tatoo is tribal in nature so it's possible he might have had special permissions), so it's possible that the Federation pretty much has a moratorium on even simple things like tatoos and piercings, not just genetic augmentations. Second, it pretty much flies in the face of the Federation's values of personal freedom, self-improvement and scientific enlightenment, especially when they justify it by saying they "don't want another Khan". The freedom issue is basically explained in my first issue. In regards to self-improvement, disallowing someone to improve themselves genetically basically closes the door on an entire potential path of development. Finally, in regards to scientific enlightenment, they're basically banning a technology because of its potential for abuse, regardless of its potential beneficial uses - in other words, a textbook "Reed Richards is Useless" scenario. Third, it was a knee-jerk ban in the first place, in response to the eugenics wars and Khan Noonien Singh. It is NEVER a good idea to pass any sort of legislation without weighing out the effects it will have on society, especially with something as broad as a blanket ban over an entire scientific field.
