So for some context if you haven't seen it yet, but this song is supposed to be about the KDA member Evelynn, she's the one with the crazy yellow eyes and the claws. EDIT: Also she's the one Madison Beer is supposed to represent lyrically. Now the KDA version is different, but in game Evelynn is a demon, she's basically a take on a Succubus who lures men and women with her sexual appeal and her demonic sway, and she gets off by bringing them right to the brink of happiness and bliss only to crush it in unimaginable ways. In game she has quotes about some of the things she does, like she says once a man told her to wear his clothes, so she flayed him and wore his skin instead. You can look up her in-game quotes for a reaction video actually, she's fucking evil and it's kind of entertaining lol In KDA she's reimagined as a diva who's friends with Ahri prior to KDA forming, and that's how she got involved with KDA in the first place, and she apparently has taken a liking to the other two members, Akali and Kai'sa. But even in the KDA world they gave little bits of lore on them when Popstars released, and apparently Evelynn is connected to several unsolved disappearances of her former partners, meaning it is possible that even in the world of KDA she's still, well, a villain lol

For anyone who doesn’t know Evelynn’s lore. Eve is a playable character of LoL (and a member of KDA). Basically, in her lore, she’s a demon that would charm her victims and then brutally murder them. Meaning, she gets horny with the pain she inflicts. The lyrics of this song are 10/10 for that reason

The laugh is because of Evelynn's character (who is voiced by Madison in KDA). She is basically a lustful demon who lures man in with her beauty to kill them.
