Is Japan very upset that they weren't chosen by Indonesia to build this high speed railway? I think the deal breaker why they chose China is because they sweetened the deal; they offered technology transfer which the Japanese were not willing and since the Indonesians want to develop their own bullet train technology in the future, and also lowering the interest rate. Although I cannot say the same for Phase 2 to Surabaya because China now knows that Indonesia has no choice but to pick China for Phase 2 and noone else. A sign that trust between Japan and Indonesia has been broken is that when Indonesia tried to offer Japan that they can build a semi-high speed railway running the northern route of Java island (different route from Phase 2 of Whoosh high speed railway, which will run through the southern route), the Japanese declined this saying they want to protect the "Japan brand."
