From someone that lived in China for 13 years up until 2020, the problem is trust. Any company with 50 or more employees must have a CCP representative office inside the building. The mandate will be even stricter for companies working on AI and in fact will potentially be 100% state sponsored and controlled. Who is going to hand their lives over to a country run by a dictator? and make no mistake that is exactly what Xi has become.

Surely with such a narrow set of data the AI will never be able to reach the same power and reasoning capability of Grok which is not constrained and told to lie. What is the point of building a large (and expensive) model if it completely defies the reality? If the learning lacks diversity and bends only one vector there'd be no real-world usefulness, and why would anyone do such vanity work at the 996 pace? Also, many of the Chinese LLM's are quite good the latest Qwens 2 had surpassed Llama 3 on all the benchmarks just do a quick lookup.
