There's a term, "invasion", in this thing called the Constitution of the United States, and it has specific rules of how to deal with it. That term has gone through a definition change. One should remember what a word meant in the original writing of a document. Back then, "invasion" also included any heavy flow of people unauthorized to enter (that's not a quote, it's the gist).
