This is the Hafeez Centre in Gulberg III, Lahore, Pakistan goo.gl/maps/K27Yyov4DpDidczr6. After the fire in October 2020, it's since reopened, although 3 or 4 floors on the main roadside are still charred.

It appears that karl found the solution as far as it is related to pakistan.
