Love the ideas, particularly Cunning Scipian having a muster and creating at the start of turn. Agree with Mournful Delta getting completely countered by banish, also sucks having just 2 health. I use traitor atm as it's just more reliable card draw. Perhaps it could draw a card as muster and then max 1 more draw per turn the first time a unit is removed from the field. Also, Cohorts would be awesome if you had the choice, for example: At the start of your turn if you don't control a Gnaeus' Vanguard create a 1/2 vanguard with defender or a 2/1 vanguard with battle ready. I doubt the team would ever change the quantity of legendary cards even with the unique system you suggested so I'd just give Magna a straight buff. She's my favourite card but it's hard to get good value. I'd make her a 3/3 and get rid of the triple muster trigger condition. Or a different variation: Muster: deal damage equal to this units attack to any enemy unit. When Magna attacks do 1 damage to the enemy Aftermath: Draw a card

Oh those are fun suggestions! I agree, my Magna suggestion is never gonna happen, but thought it was fun enough to share. I like you're tweak. I'd settle for some kind of indicator on the card, but probably easier to just let her have all 3.
