Yes. And Enjou in the Enkanomiya event told us vishap-people exists. In addition to that he is several hundreds of years old. His idle animation literally makes the sky rain. Even everytime theres a court session, it rains. He has a horn or at least hair resembling a horn. He doesn’t have any vision or weapon to control hydro. Then it’s either he’s a pure elemental being (slimes and stuff), vishap, delusion user, or archon. Vishap makes the most sense. So the hydro dragon he is probably.

Remember in act 2 when we get out and it rains after trying to get information for vacher but there's no single bit of information. Neuvilette mentions the death of navias father and after that it rains. He may felt responsible after that small conflict after he mentioned it and felt a bit sad and that's why it rained which proves that neuvilette is the hydro dragon. Also if my explanation was a bit ass it was because i couldn't remember words i wanted to use and english is not my first language.

I don't think he is because I actually found the dragon's skeleton. In the water we can see a weird looking rock, very looking like bones, dragon's bones. The head at least. I don't remember were but it's at an entrance of teleports that can be unlocked I think by a quest because there's something forbidding me from going further into the underwater tunnel.
